Freedom of Information Law

In New York State, access to government records is provided under Public Officers Law, Article 6, Sections 84-90, commonly called Freedom of Information Law or "FOIL". This law enables citizens to read; copy or request copies of public records. For more information about FOIL, visit the Committee on Open Government's portion of the NYS Department of State's web site at: www.dos.state.ny.us/coog/coogwww.html. This site contains the full text of Public Officers Law, Article 6, Sections 84-90; more information about the process, as well as a sample letter that can be used to make a FOIL request.

Under FOIL, to view or request copies of records held by the State University Construction Fund (SUCF) you may:

Your FOIL request should include specific information about the records you seek, such as file designation and inclusive dates. Most records are filed by the number the State University Construction Fund (SUCF) has assigned to a project. If known, the SUCF project number, project title and campus name should be included in your request to aid in locating requested records.

All NYS agencies and public authorities are required by law to acknowledge a FOIL in writing within five (5) business days of receipt of the request. At that time, the agency must indicate whether the request will be granted or denied and an approximate date of that response. If the agency has denied access to requested records or if it fails to acknowledge receipt of a request within five business days thereof, the requestor has the right to appeal. The appeal must be made in writing within 30 days of such denial and sent to:
